ශ්රී ලංකාවේ තිරසාර සමාජ-ආර්ථික සංවර්ධනය වෙනුවෙන්, ජපන් ජාත්‍යන්තර සහයෝගිතා ආයතනය (JICA), ශ්රී ලංකාවේ ප‍්‍රමුඛතම පුද්ගලික අංශයේ බැංකුවක් වන හැටන් නැෂනල් බැංකුව සමඟ අත්වැල් බැඳගත්තේය.
මෙම හවුල්කාරිත්වය හරහා, ජපානයේ නිල සංවර්ධන ආධාර වැඩසටහන (ODA) ක‍්‍රියාත්මක කිරීමේ නියෝජිතායතනය වන JICA, HNB හි පුළුල් පරාසයක විශේෂඥතාව මෙන්ම පුළුල් ශාඛා හා පාරිභෝගික ජාලය උපරිමව ප‍්‍රයෝජනයට ගනිමින්, දිගුකාලීන සංවර්ධන හවුල්කරුවෙකු ලෙස සිය පුළුල් අත්දැකීම් භාවිතා කරනු ඇත. ඔවුන් එක්ව මූල්‍යමය වශයෙන් වගකිවයුතු සහ පාරිසරික වශයෙන් තිරසාර භාවිතයන් පෝෂණය කරන මුලපිරීම් හරහා සමාජ අභියෝගවලට විසඳුම් ලබා දෙනු ඇත.
ගොවිතැන, කිරි නිෂ්පාදන, සැපයුම් දාම සඳහා මූල්‍යකරණය, ව්‍යාපාර ආරම්භ කිරීමට කාන්තාවන්ට උපකාර කිරීම, ක්ෂුද්‍ර, කුඩා හා මධ්‍ය පරිමාණ ව්‍යාපාරවල දියුණුවට සහාය වීම සහ ඩිජිටල් තාක්ෂණය භාවිතා කිරීම වැනි ක්ෂේත‍්‍ර කෙරෙහි අවධානය යොමු කිරීම මෙම හවුල්කාරිත්වයේ අරමුණයි. මීට අමතරව, ගෝලීය දේශගුණික විපර්යාසවල බලපෑම්වලට මුහුණ දීමට සහ අත්‍යවශ්‍ය සමාජ ආරක්ෂණ සේවාවන් සැපයීමට උපකාරී වන ව්‍යාපාර සහ ව්‍යාපෘති සඳහා මෙම හවුල්කාරීත්වය මගින් විශේෂ අවධානයක් යොමු කරනු ඇත.
මේ පිළිබඳව අදහස් දක්වමින් HNB කළමනාකාර අධ්‍යක්ෂ/ප‍්‍රධාන විධායක නිලධාරී ජොනතන් අලස් මහතා පැවසුවේ ”දේශීය ප‍්‍රජාවන් විසින් මෙහෙයවනු ලබන ශ්රී ලංකා ආර්ථිකයේ තිරසාර සහ පරිපූර්ණ පුනර්ජීවනයක් ප‍්‍රවර්ධනය කිරීමෙහිලා JICA සමඟ අත්වැල් බැඳගැනීමට ලැබීම ගැන අපි ආඩම්බර වනවා. ජපානය සහ ශ්රී ලංකාව අතර පවතින සමීප මිත‍්‍රත්වය මෙරටට ශක්තියක්. තිරසාර සංවර්ධනය, ජීවනෝපායන් වැඩිදියුණු කිරීම සහ බිම් මට්ටමේ සිට අපේ ආර්ථිකය සම්පූර්ණයෙන් වෙනස් කිරීමට HNB සමඟ හවුල් වීම සම්බන්ධයෙන් JICA වෙත අපගේ කෘතඥතාව පළ කිරීමට අපි මෙය අවස්ථාවක් කර ගන්නවා.’’ යනුවෙනි.
”මෙම හවුල්කාරිත්වය සමඟින්, HNB හි පුළුල් ජාලය සහ විශේෂඥතාව තුළින් වැඩි ප‍්‍රතිලාභ සහ ශක්තිමත් සංවර්ධන බලපෑමක් එල්ල කරමින් අපගේ ප‍්‍රවේශය වැඩි පිරිසක් වෙත ගෙනයාමට අපට හැකි වෙනවා. මෙය ඔවුන්ගේ සහය නොමැතිව JICA ආයතනයට පමණක් කිසිදා කළ නොහැකියි. විශේෂයෙන්, COVID-19 වසංගතයේ සහ ආර්ථික අර්බුදයේ ප‍්‍රතිඵලයක් ලෙස බලපෑමට ලක් වූ ජනතාව සහ ව්‍යවසායකයින් සවිබල ගැන්වීම සඳහා අත්වැලක් වීමට අප මෙහිදී බලාපොරොත්තු වෙනවා. අපගේ සාමූහික ප‍්‍රයත්නයන් තුළින් ඔවුන්ගේ බාධා මඟහරවා ගෙන නැවත සංවර්ධන මාවතකට යොමු කරවීමට ඔවුන්ට උපකාර කළ හැකියි.” යනුවෙන් මෙම අවබෝධතා ගිවිසුමේ ඇති වැදගත්කම පිළිබඳව අදහස් දක්වමින් JICA ශ්රී ලංකා කාර්යාලයේ ප‍්‍රධාන නියෝජිත Tetsuya Yamada පැවසුවේය.
