The project arm of Hayleys Fentons Limited has successfully opened the state-of-the-art manufacturing facility for Shield Restraint Systems (Pvt) Ltd at the Wathupitiwala Export Processing Zone, delivering the project fully on schedule in approximately 14 months—from the laying of the foundation stone to completion.
As Principal Design Consultant, Design Consortium International (Pvt) Ltd under Chairman Architect, Migara Alwis provided comprehensive architectural and structural design consultancy services for the facility, contributing its multidisciplinary expertise to one of the company’s most technically demanding industrial projects to date.
Designed to meet the latest industry standards, the facility incorporates advanced safety features and specialised design considerations befitting a cutting-edge manufacturing environment dedicated to transportation restraint systems.
The project, valued at over Rs. 1 billion, demanded a high degree of precision and adherence to stringent international compliance standards associated with the global automotive industry.
A pre-engineered building (PEB) structural system was adopted to facilitate fast-track construction while optimising project costs. Energy efficiency and sustainability were also key design considerations, with particular emphasis placed on long-term operational efficiency, performance and reliability.
The completed facility will manufacture premium safety restraint systems for the international automotive industry through Shield Restraint Systems, supporting the company’s ambitions to serve global markets from Sri Lanka.

The project commenced with the laying of the foundation stone on 7 January 2025 and was completed within approximately 14 months, underscoring the project team’s planning discipline and ability to effectively coordinate complex technical, regulatory and construction requirements.
